‘Strategic land’ usually refers to land that has future development potential. It is invariably land that has not been allocated by the local planning authority for future development, but which has the potential for such development.

Your strategic land questions answered
Conditional contracts are usually used by developers as a means of securing an interest in land which has development potential but without being under an obligation to buy the land unless the conditionality (usually a planning condition) is satisfied;
Options are similar to conditional contracts except that they do not oblige the developer to purchase the land in the event that a planning permission is granted.
A promotion agreement is usually between a landowner and a developer but sometimes it is between a landowner and a planning promoter. The developer/promoter will usually be obliged to promote the land for development and to obtain planning permission to allow for the relevant development. If planning permission is achieved, the land is sold on the open market and the proceeds split according to the agreement.
